$350 fine for lost pet signs?

Similar example Jason is an yard over-run with weeds.

The MHCSD or its board cannot give the OK for you to work on a property owned by another person (or bank or investor) even if cleaning up that yard would make our community better.

Most garage sale signs, or signs of any sort have a phone number/address. Just have the CSD collect the remaining posters, leave them a voicemail, and dump the remaining posters on their doorstep.

That means a staff member has to drive around the neighborhood every week (lots of time)!
What about the damage to the poles because of the tape used?
How do we recover that?

seriously?  there's nothing more pressing in mountain house than worrying about lost pet and garage sale signs?

 
It's not that there is nothing more pressing but keeping our community beautiful is certainly an important part of the MHCSD's job.  Plus, one of the directors not named Andy Su asked for this to be on the agenda.

Those are complaint based now (you have to call the MHCSD) since we dont have the staff to drive around the neighborhood every week.
 
Also, if the house is vacant and multiple bank or investor owned, we dont even know who to send the fine to since that information is not readily available.

That was one of the issues we discussed.
There is no maximum. 
10 signs x 10 days = $35,000 fine!!!

That was also discussed.  Since there is a 10 day grace period, the fine does not really prevent people from putting up signs and leaving it up for 9 days.  People will probably still put up signs even if we made the fine $1,000,000 a day!

We can do A) spreading the word but what can we do if people dont read the newsletter in their water bills or look at all their e-mails?
 
We can't do B) encourage residents to remove signs.   LIABILITY.  Too many lawyers in the world.  :P

It's part of our charter and cannot be ignored.

In essence it's the law whether we agree with it or not.

So..... the CSD cannot willfully condone the garage sale signs even if the proper care is used.
And if we don't want people arbitrarily putting up any old sign they want on public property, then we have to enforce the rules equally.  
this means we have to treat garage sale signs the same way we treat a commercial sign placed without permission.  Sure, some commercial signs might benefit the community, but to allow them means we have to allow anyone who wants to advertise their business in the public right of way access.... Like all of those people who put up those loan modification signs all over Mountain House last year.

Whatever policies we adopt need to be fair and give equal treatment under the law.
 
 
CORRECTION.  Signs on stop signs and light poles are not part of the Master Restrictions which govern private property.   We're talking about damage to public property which is governed by a different ordinance.

Like I said previously, since there is no one driving around every day, MR violations are complaint based.  You have to call the MHCSD to file a complaint.

D³, rules and regulations, like laws, are meant to b both preventative and punitive. In this case, I would assume that enforcing this particular rule would be to prevent folks from defacing public property that winds up costing all of us money. For example, trash cans left on the street may be an eye sore but probably doesn't have a fiscal impact on the rest of us. I'm all for people responsibly posting flyers, but I'm also against that impacting me fiscally. 

The problem I see with dinging someone $300 per sign is the unlikeliness of them ever paying it. The reason law enforcement doesn't ring you up a thousand dollars for illegally driving in the carpool lane is because people simply wouldn't pay it. I'm certain this rationale would apply here. 

You know that big ol' oak tree you drive past when you come in to Danville? You know the one - it's got all the birthday wishes, community announcements, etc. I propose we have a tree like that, something the community would acknowledge as the hub of Mountain House. Make it a MH treasure, you know?

don't forget, it's $350 per day per sign.  so if your kid puts up lost pet signs, you better get out there and find all of them!
