One of my neighbors in Bethany is in the process of having his front yard done in concrete. Are Arizona yards allowed?

Short answer, no. I'm sure someone else will have more specifics but the master restrictions require a certain percent of your front yard be greenery.

When you read the master restrictions it states that no more than X% can be grass. It doesn't say there is a minimum. However I cannot recall if there is verbage on how much of the front yard must be approved plants.
Now taking bets on when my next Anti-Trimark censorship will occur!

They may not be happy with a letter they'll probably get from the CSD if they didn't get permission.

I sought permission back in 2003 to widen my driveway by about 18" into a small strip of lawn and was denied.

I'd drop a note to Morgan.
He'll go out and investigate.
If the works improper, he'll work with them to design something that is acceptable.

I did the same with two neighbors.  One past Morgan's assessment.  The other had to modify his plans.

I worry about the future problems a future home owner will inherit if at some point a future neighbor makes an issue of it.  Better to get them on the right track before they are to committed.

If your uncomfortable calling Morgan, if you PM me with an address or even just a street name, I can follow up.

I've been tempted to rip out my grass in put artificial grass in that actually looks better than the natural stuff. My wife and I are allergic to grass so its a pain in the backside to have it (wife gets hives and has already been hospitalized once while living here because of it).

Question is, would a doctors note supersede CSD if they denied the request to make the change?

OK, my mistake. I noticed yesterday the land had been prepared with small gravel, but it was even with the surrounding area and and today passing by there were several bags of what I thought was concrete. I just called home and asked my son to check and he said there is now grass there now, so obviously they sodded. (That's great!) I probably should have waited until they were further along, but if indead they were doing concrete or rock the sooner the notification the better. All's well that ends well. Sorry for the false driveby Jim.

Just got home to find the neighbor had installed an artifical lawn and from what I can see under the streetlight it looks wonderful. No wonder the setup looked so unusual. That is the last house on our court to improve their front lawn and they are new owners. Four years ago only four of fourteen houses on our court were occupied and now every house is occupied and being well maintained. Feels good!

I don't know why there aren't more incentives (government) to discount artificial turf. It's green (literally!), cost effective (water), and easy maintenance. We would do in a heartbeat if it wasn't so darn expensive!
